Fix "Multiple Nodes" (G) user exemption being ignored at logon
The logon-time check for a user already being on another node tests the
user's G exemption ("Multiple Nodes"), but 02792b752c (2025-09-08)
mechanically replaced that test with the new useron_is_guest() helper,
which reads the G *restriction* (Guest) instead. Every other conversion
in that commit was of a restriction test, so this lone exemption test
changed behavior despite the commit's "No functional change" claim.
The result, shipped in v3.21e: a user granted the G exemption was still disconnected with "You can't possibly be in two places at the same
time", while Guest accounts gained an exemption they never had. Stock
Guest accounts set both the G restriction and the G exemption (see exec/makeguest.js), so the swap was invisible there - only non-guest
users holding the exemption saw the breakage.
Fixes issue #1234.
